Boyd County Police and ABC Emergency Management 
Recently Boyd County Police and ABC Emergency Management entered into a collaborative agreement for both agencies to utilize their manpower and resources to benefit the public at large during, before and after emergencies. This agreement sets forth an operational plan in which Boyd County Police Department will assist emergency management with securing the Emergency Operations Center (as required by Homeland Security and NIMS Standards.) Providing Law Enforcement investigative experience and know how during technical hazmat incidents, and providing for the continuity of government as it is a requirement of emergency management under state, federal and local laws.
Emergency Management in addition to their normal duties will provide BCPD with technical HAZMAT Expertise, and incident management related skills. As the lead abatement organization for the County, BCPD investigates many instances of illegal dumping in which hazardous materials are part. Emergency Management will also provide technical assistance during law enforcement investigations where special circumstances or hazardous materials are involved.
This agreement does not supersede any departmental authorities or obligations, it is merely a mutual assistance agreement when responsibilities between the two agencies intermingle. In addition to the services mentioned above Boyd County PD provides staffing for the emergency operations center during major emergencies in addition to armed security, and each agency will provide training and professional development opportunities to each other when such training is available. Currently Boyd County PD officers are training side by side with Emergency Management, Fire Department and other law enforcement officers to maintain HAZMAT Technician Certification. All Boyd County Police Officer who have received HAZMAT training under the agreement maintain HAZMAT Technician Certifications provided by the Chief Elected Officials (The Emergency Management Policy Committee (Mayors and County Judge)) through the EM Office.
All activities under this agreement strictly adhere to federal, state, and local laws, including the National Incident Management System. This agreement has been endorsed by Homeland Security as an example for how communities should seek out new methods to enhance their emergency response capabilities.
