School Resource Officer Program (SRO)

Assisting the safe school administrator with programs
Crisis intervention
Drug awareness classes and lectures
Officer Phil program (safety and drug awareness programs for grade schools)
Accident investigations
Assisting with teacher parent conferences
Legal procedures assistance for administrators
Seat belt surveys to check seat belt compliance
Assisting other schools in the county (Fairview System etc.) with safety programs

Courthouse Security
Full time officer stationed in the lobby of the old courthouse main building to assist visitors, investigate complaints, and provide responses to other offices in the courthouse building in case of a disturbance etc.
Road Department
Assist the road department:
Investigate accidents involving county vehicles
Provide security to the main road department building
Respond to reports of vandalism, theft, and other situations involving county property
Erosion Control Ordinance
Assist the road department on investigations concerning land clearing and other instances requiring erosion control permits.
Issue violation notices to land owners or project managers for non compliance of the ordinance
Encroachment Ordinance

assist the road department in reporting projects that may require encroachment permits.
Industrial Park Security

Provide full time officer (and part time officers as needed) for Paul Coffey Park business checks, respond to alarms, and crime prevention in the park and in the US 60/KY 180 business zone.
Provide part time security to East Park Industrial complex for business checks and security.

County Park System
Extra patrols for each of the parks during the day
Lock up for each park at night
Criminal investigations when necessary for each park
Assistance during the annual hay ride each fall
County Fair

Provide officers for general security each night of the fair
FEMA Flood Plain

Investigate complaints of violations in the flood plain area
Respond to requests by residents and other interested parties to determine if an area is in the flood plain.
Enforcement of county ordinance #400 by issuing violation notices and citations when necessary
Regular patrols in the flood plain areas to observe for activity and report same to the county flood plain administrator
Assist FEMA and state inspectors when applicable concerning flooding issues and compliance visits to the county

Abatement:
Investigate, issue clean up notices, and ensure compliance with county ordinances
concerning the following: 
Junk  
vehicles
Garbage
Junk
Junk mobile homes
Scrap tires
Regular inspections of county and state roads patrolling for litter and trash along right of ways. Enforcement using existing KRS laws for criminal littering.
Roadway Litter:
Coordinates with the
Boyd County Road
department for clean up of junk and trash along the county roadways to clean illegal dumps.
Coordinates with Boyd County Detention Center using deputy jailers to oversee roadway litter clean ups using non-violent inmates to pick up litter.

 

 

 

 

 

 

                                                                                                                                                           


 

Boyd County Police and ABC Emergency Management

 

Recently Boyd County Police and ABC Emergency Management entered into a collaborative agreement for both agencies to utilize their manpower and resources to benefit the public at large during, before and after emergencies.  This agreement sets forth an operational plan in which Boyd County Police Department will assist emergency management with securing the Emergency Operations Center (as required by Homeland Security and NIMS Standards.)  Providing Law Enforcement investigative experience and know how during technical hazmat incidents, and providing for the continuity of government as it is a requirement of emergency management under state, federal and local laws. 

 

Emergency Management in addition to their normal duties will provide BCPD with technical HAZMAT Expertise, and incident management related skills.  As the lead abatement organization for the County, BCPD investigates many instances of illegal dumping in which hazardous materials are part.  Emergency Management will also provide technical assistance during law enforcement investigations where special circumstances or hazardous materials are involved. 

 

This agreement does not supersede any departmental authorities or obligations, it is merely a mutual assistance agreement when responsibilities between the two agencies intermingle.  In addition to the services mentioned above Boyd County PD provides staffing for the emergency operations center during major emergencies in addition to armed security, and each agency will provide training and professional development opportunities to each other when such training is available.  Currently Boyd County PD officers are training side by side with Emergency Management, Fire Department and other law enforcement officers to maintain HAZMAT Technician Certification.  All Boyd County Police Officer who have received HAZMAT training under the agreement maintain HAZMAT Technician Certifications provided by the Chief Elected Officials (The Emergency Management Policy Committee (Mayors and County Judge)) through the EM Office. 

 

All activities under this agreement strictly adhere to federal, state, and local laws, including the National Incident Management System.  This agreement has been endorsed by Homeland Security as an example for how communities should seek out new methods to enhance their emergency response capabilities.
