TO: Citizens of Boyd County
Fellow Agencies
For the past 33 years, I have been fortunate enough to provide police protection to the people of Boyd County, of which I have been a life long resident.
I personally would like to thank all present officers and past for their dedication and sacrifices for the protection and well-being of our citizens. I have been advised that, effective January 2, 2007, there will no longer be a Boyd County Police Department. A few officers have been hired by the Boyd County Sheriff’s Department, effective January 2, 2007, to assist with their increased workload.
During my tenure as Boyd County Police Chief in the early 1990’s, I was proud to sponsor the professional standards requirement for county police officers, which was unanimously approved at that time by the Boyd County Fiscal Court. Since then, we have successfully sent seven officers through the Kentucky Department of Criminal Justice training program. Of those seven officers, three are currently employed by the Boyd County Sheriff’s Department.
We have instituted many new programs. We were one of the first in the state to have an active enforcement program on illegal dumping. Other programs include County Park Security , Community Service Children’s Programs (such as children identification programs, Halloween Safety Tips for children, and the dangers of impaired driving for young drivers), and the Boyd County Resource Officer program which provided security for our public school system. These are just a few of the programs that we are proud of providing.
It has also been my privilege to serve on the Board of Directors of the Emergency Public Safety Communication System (E911) for the past 17 years. I am very proud that Boyd County was one of the very first 911 centers in the state of Kentucky.
It is my sincere hope that law enforcement in Boyd County will continue to progress and that programs that have been instituted and proven effective will be continued.
It is my intention to be available for any public service to assist our citizens in future endeavors.
Again, I would like to express my gratitude to all who have contributed their time and efforts over the years to the law enforcement community.
It has been my privilege to serve my community.
Sincerely,
E. Paul Helton
Chief of Police
Boyd County Police Department
Ashland KY
